3 smart cities may ease pressure off Bengaluru
BENGALURU: The IT capital of India missed its chance to be part of Prime Minister Narendra Modi's 100 smart cities project because of the population yardstick. Now, the city can get decorated by at least three smart cities around it if Karnataka has its way.
TOI has learnt that the Siddaramaiah government has proposed to the Centre names of 11 cities for the smart cities project. Devanahalli, Ramanagaram and Tumakuru have been picked up in the satellite towns category.
Kalaburagi, Hubballi-Dharwad, Mysuru, Belagavi and Mangaluru figure in the class of cities in the population range of 1-4 million people. The names of Udupi, Hospet and Vijayapura have been proposed under the category of heritage towns.
The Union government's guidelines issued in September said cities with a population of 1-4 million would be most appropriate to be developed as smart cities. Urban development minister Vinay Kumar Sorake told TOI they could not pick Bengaluru as its population has crossed 96 lakh as per the 2011 census.

GOVERNMENT PLANS TO SET UP A SOLID WASTE MANAGEMENT (SWM) BOARD
ULBs need to focus on scientific methods of garbage
disposal: Sorake

Sorake on Monday said the government plans to set up a Solid Waste Management
(SWM) Board along the lines of the Karnataka Urban Water Supply and Drainage
Board.
Speaking after inaugurating CanPlast
2014 organised by Canara Plastic Manufacturers’ and Traders’ Association here,
Mr. Sorake said waste management had attained greater significance these days
and many urban local bodies (ULBs) lacked the expertise in garbage disposal.
Bengaluru, once known as the garden
city, was turning out to be a garbage city, the Minister said, adding that the
government was confident of finding a solution to the problems at Mandur
village near Bengaluru where garbage disposal had become an issue. ULBs, which
still continue with land-fill dumping method of garbage disposal, needed to
focus on scientific disposal of waste. The proposal for SWM Board gained
relevance in this context, Mr. Sorake said.
The Minister said the presumption of
plastic as a menace should get changed, and plastic should be treated as an
asset through various recycling methods. The government was keen on the use of
recycled plastic in various forms, including for production of diesel and
energy, he said. Any number of rules and regulations would not help scientific
waste management unless the people develop awareness about cleanliness and
waste disposal, he said.
The day-long event witnessed technical
sessions on sustainable waste management by Almitra H. Patel, member, Supreme
Court Committee for SWM, Bengaluru; emerging opportunities in the field of
plastics for small and medium entrepreneurs by Aruna Kumari, senior manager,
Reliance Industries, Mumbai; plastic waste to fuel by G. Jagadish, Director,
Technical, Ampolt Electronics, Bengaluru, and bio-degradable plastics and
recycling by Ajay Karmarkar, Director (Technical), KONSPEC, Mangaluru.

Kaup to be converted into a Centre

Kaup : District in charge Minister Vinay Kumar Sorake said
that there are 29 GP’s in Kaup Assembly constituency but there is not even a
single town Panchayat/Municipality. For this reason there is a dream to convert
Kaup area into a town Panchayat or Municipality keeping it as center and using
various types of resources through the Urban Development Department
He was speaking in the Review meeting about Kaup
development held under the aegis of Kaup Development Committee.
Though there are 160 GP’s which can be converted into town
Panchayat based on population, he said that from the point of view of
development Kaup is intended to be converted into town panchayat on top
priority.

Shambhavi Kulal, Kaup GP president Usha Shenoy, Uliyaragoli GP President

Rs. 51 Crore has been sanctioned for the drinking water project of
Kaup Assembly constituency through the Urban Development Department and
proposal has been submitted to the tune of Rs.32 Crores for the underground
drainage project. Out of this already Rs.3 Crore grant has been released.

inauguration of public utilities

Dec 05, 2014: Vinay Kumar Sorake, Minister of Urban
Development and In-charge Minister of Udupi District initiated and inaugurated
14 public utility services under the Belle Grama Panchayat jurisdiction on
Friday, 5 December 2014 from 9.30 am to 1 pm.
Minister
Sorake performed guddhali puje to concretize the Thokoli-Bhajana Mandali Road
which will cost around 7.97 lakhs. Thereafter, he proceeded to Nellikatte and
performed guddhali puje to concretize the road leading from the main road by
the side of the Jnanaganga PU College passing towards the Cashew nuts factory
of Mr. Nagraj Kamath.
At
Thirlapalke, Minister Sorake inaugurated the concretized Gandhi Nagar road.
Thereafter he performed the guddhali puje at the teachers colony and also at
Madikettu.
At
Devaragudde, Vinay Kumar Sorake laid the foundation for the Angawadi on the
piece of land donated by B. Sadananda Rao, retired teacher from Church Aided
Higher Primary School, Moodubelle. The minister appreciated the donation of
land by B. Sadananda Rao and asked the people to send their small children to
the Anganwadi.
Proceeding
to Padubelle, Minister Sorake performed guddhali puje for concretized roads at
three places. Thereafter, he inaugurated the newly constructed ‘Annapoorna’
Akshara Dasoha Midday Kitchen in the Higher Primary School, Pamboor. Rev. Fr.
Paul Rego, Parish Priest of the Holy Cross Church, Pamboor and the
Correspondent of the higher primary school was present who blessed the
facility. He honoured Minister Sorake by offering him shawl, garland and fruit
plate. Vinay Kumar Sorake felicitated Gilbert Noronha, the contractor of the
facility. Mrs. Hilda Mathias compeered the brief programme. Headmaster, Herald
D’Mello was present.
The
Minister also visited Arbi and performed guddhali puje for renovation of the
road. Vincent Fernandes made an appeal to the Minister to help in getting
permanent solution to the road rather than getting patch-work done. Vinay Kumar
Sorake assured the villagers that he will do his best to get their problems solved.
The
last engagement of Vinay Kumar Sorake was in the vicinity of the Belle Grama
Panchayat vicinity. He laid the foundation stone for another building in
Santekatte. Thereafter, a public meeting was held in the Geeta Mandir. Speaking
to the villagers, Minister Sorake said that he had initiated as well as
inaugurated 14 public utility services in the Belle Grama Panchayat
jurisdiction. The total amount of the projects is seven and a half crore of
rupees. He narrated the various facilities that the Karnataka Government has
been providing to the villagers. He said that in future, the Stree Shakthi
Groups would be getting an annual grant of Rs.20,000/- in the place of
Rs.5,000/- so far. Besides, the loan amount at the rate 6 percent interest
has been increased from one lakh rupees to three lakh rupees. Another
scheme that the government has introduced is that any unmarried woman above the
age of 40 will be receiving monthly pension of Rs.500/-

papers and BPL ration cards were distributed to the beneficiaries by the
minister and dignitaries on the dais. The programme was attended by Rajendra
Shetty, President of Belle Grama Panchayat, Lalaji Mendon, former MLA, Kaup,
Mrs. Ida Gibba D’Souza, member of Udupi Zilla Panchayat, Devdas Hebbar, member
of the Udupi taluk Panchayat, Mrs. Jacintah D’Souza, Vice President of Belle
Grama Panchayat, A.G. D’Souza and Harish Shetty, members of the Belle Grama

Seminar on ‘Yakrit Vikara’ - Dec. 5

SDM College of Ayurveda organised a two-day national seminar on ‘Yakrit Vikara’, diseases involving the abnormal functions of the hepatobiliary system, here on December 5 and 6.
The hepatobiliary system refers to the liver, the gall bladder and the bile ducts and the way they work together to produce bile.
Addressing presspersons here on Monday, B.V. Prasanna, Chief Organising Secretary of the seminar and the Head of the Department of Roganidana at the college, said that nearly 1,000 delegates from India will take part in the seminar.
Nearly 200 delegates will also present papers at the two-day event.
He said ‘Yakrit Vikara’ had emerged as a major health problem in the country and throughout the world.
Many of the diseases were caused by either impaired conjugation, infection of the hepatobiliary system, alcohol consumption and the malignancy of the liver, the hepatic duct, the gall bladder, the common bile duct or the pancreas. A specialised infrastructure is needed to detect as well as diagnose it and a multi-disciplinary approach is needed for effective, curative or palliative treatment.
The seminar has assumed importance as Ayurvedic treatment for ‘Yakrit Vikara’ was an alternative effective option in contrast to other contemporary medical treatments.
The seminar will aim to documentcurrent advances in the field of diagnosis, laboratory investigations and treatment principles based on Ayurveda as well as current Western medical practices.
The seminar will include many keynote addresses from eminent scholars of Ayurveda specialised in ‘Yakrit Vikara’, scientific sessions and panel discussion.
U.T. Khader, Minister for Health and Family Welfare, will inaugurate the seminar. Shantharam Shetty, Pro Chancellor of Nitte University, Pramod Madhwaraj, MLA, will be the chief guests at the inaugural function.
D. Veerendra Heggade, Dharmadhikari of Sri Kshetra Dharmasthala, will preside over the inauguration.
Vinay Kumar Sorake, Urban Development Minister, Vijaykumar Gogi, Director, Department of AYUSH, will be chief guests at the valedictory function on December 6, Prof. Prasanna said.
Nagaraj Poojary, organising secretary, was present.

GOVT TO SET UP CORPORATION TO ENSURE SCIENTIFIC GARBAGE DISPOSAL: SORAKE

Kumar Sorake, Urban Development Minister, said on Friday that the State
government would set up a separate corporation under his Ministry for ensuring
scientific disposal of garbage in towns and cities.
He was speaking at the inaugural function of the cleanliness
campaign organised by the Home Guards and other organisations here.
Mr. Sorake said that presently most of the towns in the State
were still disposing the garbage generated in their areas in the traditional
manner. The proposed corporation would study the problem and provide solutions
for scientific disposal of garbage.
It would also look into recycling of garbage. His ministry was
encouraging and aiding towns and cities in the State to set up Solid Waste
Management Plants to solve the problem of garbage disposal.
According to a survey, while 38 per cent of people were living
in the urban areas in the State, nearly 62 per cent were in the rural areas.
Hence, rural areas too were facing the problem of garbage disposal. The State
Government was also giving importance to scientific garbage disposal in rural
areas also.
The government had set up a Solid Waste Management Plant at
Alevoor near Udupi. The garbage of Udupi, Kaup and surrounding areas was being
treated in this plant. The State government had taken up the cleanliness drive
both in rural and urban areas. It had already issued circulars to the Deputy
Commissioners and other officials in this regard, he said.
PROPOSAL
Mr. Sorake said that his ministry had submitted a proposal to
the government to convert Kaup into a Town Municipal Council (TMC) by merging
villages such as Mulloor, Padu, Uliyargoli and Mallaru villages. A Rs. 51 crore
drinking water project for Kaup and its surrounding had also been submitted to
the government.
The government had already approved Rs. three crore for
construction of underground drainage system for Kaup in the first phase.
Another proposal of Rs. 32 crore for the extension of the underground drainage
system had been sought in Kaup. “We also want Kaup to be developed as a taluk
headquarters in the future,” Mr. Sorake said.
Earlier, Mr. Sorake cleaned the area near Kalya Mari shrine with
a broom. The Home Guards, students of various educational institutions and
members of various organisations, cleaned the streets of Kaup and took out a
procession propagating the message of cleanliness.
MARAVANTE - PADUKONE BRIDGE FOUNDATION LAID ON DECEMBER 02 2014
The bridge has been a major demand of the people of the area for the last sixty years, as they are forced to cross the river in country boats to get to the mainland. It will be constructed at a cost of Rs 4.95 crore.
The foundation stone for the bridge
linking Padukone to Maravante across the Sowparnika river was laid near Maharaja Swamy Temple in Maravante. The bridge would
be constructed as a joint project of the department of public works and ports
and inland water transport.
"Padukone is being linked through a bridge to
Maravante. This will not only boost development work in the two villages, but
also the tourism potential of Maravante which has been gifted with a unique
natural beauty.

RS 15 CRORE SANCTIONED FOR KARKALA FETE
Preparatory meeting of the various coordination committees was held for the
forthcoming Bahubali Mahamasthakabhisheka at Karkala on Tuesday, Rs 13.65
crore has been earmarked for providing facilities to the devotees who are expected to gather from
different parts of the country. Rs 75 lakh has been earmarked for widening road
to Attur church. The tourism department has released Rs 43 lakh to take up
development works in Karkala. Fifty per cent of the funds to be released
immediately.
Sanitation, safety, water supply and health
would be given priority. The officials are directed to complete the construction
within the time frame. Around one lakh devotees are expected to take part in

website.
