INSTRUCTIONS TO INCREASE REVENUE OF LOCAL BODIES
THERE IS NO RELATIONSHIP BETWEEN SAKRAMA LAW AND VIDYANIDHI TAX RECOVERY
MARCH DEADLINE FOR CEMENT QUARRY PROJECT

Bagalkot: Local bodies including municipalities should give more priority to tax recovery. When all facilities are being given why tax is not being collected? It is found that the Town commissioner has taken a strict stand for recovery of self-assessed property tax at Vidyagiri in Bagalkot. There is no relationship to the newly enacted Akrama-Sakrama law and the collection of this cess. Urban Development Minister Vinay Kumar Sorake told the officers to continue tax recovery.

He spoke on the review of progress meeting of various department under the jurisdiction of the City development, at the Deputy Commissioner’s auditorium.

INCREASE TAX RECOVERY:

Tax recovery should be implemented effectively in local bodies. Along with increasing the revenue, the grant received from the Government should be utilized properly and development works should be undertaken. He said that the local bodies like City corporations, town panchayats, municipalities should strictly enforce tax collection and increase the revenue.

He told that more priority should be given to cleanliness in the urban and rural areas and that the officers should stop the open space toilets by creating awareness among public about toilets, and focus on construction of public toilets. The Quarry water works is in a soon to be completed stage for supplying water to Bagalkot town and that water will be supplied by end of March. If the grant is not utilized it will go back to the Finance department. He instructed that the officers should take care that it does not happen and utilize the released grant for providing necessary facilities to the public.

Already in the district, Jamakhandi and Hungund 24X7 project has started and 2 numbers of water storage works have been implemented, Further, the meeting was informed that the insertion work of MS elevated pipe line of 273.1 mm diameter is completed. The water supply project under AUWSC project has been initiated in March 2003 and it has been handed over to the town panchayat. The barrage construction works are progressing and they need to be completed.

He reviewed the progress of the local bodies in the district and instructed that the construction works undertaken should be completed within the scheduled time and achieve the specified goals. Before the meeting the Minister reviewed the Underground drainage and Chalkwell project works undertaken by the Karnataka Urban Water Supply Board and visited the spot of the Quarry water supply project and reviewed it.

Legislator Vijayanand Kashappanavar, Vidhan Parishad Member Narayanasa Bandage, GP President Basavanthappa Meti, Deputy Commissioner P A Meghannavar, Project Director of Town Development Cell Shankaragowda Somanal, Bagalkot Municipal Commissioner S N Rudresh and other officers of the local bodies of the district participated.

Separate meeting for the development of Badami.. Badami is a tourist place. Tourism should also progress along with the development of town. But some grants which are coming in, are not being able to be utilized due to restrictions by the Archeological Survey of India. UTILIZE GRANT WITHIN TWO MONTHS
Prepare action plan immediately
Minister instructs use of pending grant of Rs.2,000 Crores

Haveri: Minister for Urban Development Vinay Kumar Sorake instructed officers that the unused grant for various projects should be spent within the next two months , hence action plan should be prepared and development works should be undertaken.

He gave this instruction to the officers at the Departmental progress review meeting held on Wednesday at the Deputy Commissioner’s auditorium. Rs.2,000 crore is pending as unutilized in various projects including SFC which should be used by preparing action plan within two months and development works should be initiated. Otherwise the grant will go back to the Finance Department and the Minister added that if grant is kept pending, no further grant will be given.

The local self governments should fix a time line and collect water tax. If the pending amount is considerable and proposal is submitted for waiver of interest, approval will be given by the Government, the Minister said. Officers should show progress in tax collection, otherwise the local bodies will not be able to properly supply even water.

Do Sakrama to Akrama: The illegal taps supplying drinking water should be immediately regularized (sakrama). The supplies which don’t get regularized should be strictly removed. If good connection and proper water is provided, people will pay tax. No one will pay if water is not given properly and ask them to pay tax. Officers should work in this direction with interest, he said.

In places where water resources are sufficient, instead of drilling new bore wells and giving temporary solutions, the drinking water supply should be brought into existence. But if such water is used for agriculture, action should be strictly taken against such persons. Minister instructed that proper security should be provided to get protection.

The officer who reacted to this, said that except Agadi village, water supply to any other village is not included in this project. The project was formulated in the year 2000, which requires pipeline.  The developed layouts should be immediately transferred to the Corporation and tax should be collected. Tax can’t be collected if facility is provided without transferring , he said. MLA Manohar Tahsildar, Basavaraja Shivannavara, Municipal President I U Pathan, Sanjeev Kumar Neeralagi, President of Town development  authority, Deputy Commissioner Manjunath Nayak, SP N Shashikumar participated in the meeting.

INITIATIVE FOR RESERVATION TO THE POOR

Byadagi : Minister Vinay Kumar Sorake said that amendment to law will be brought to compulsorily fixing reservation to the new sites and apartments including the Authority.

He spoke to press persons on Wednesday after viewing the works being constructed for providing continuous water supply to the public at a cost of Rs.22 crores.

The private cost of sites in the town limits is increasing ten times than the government rates. Hence no one is coming forward to selling land to the Government. Hence, Ashraya scheme is failing. But it is the priority duty of government to provided sites to the poor people. Hence he will fix reservation in the new layouts and apartments including the Authority by brining amendment to law.

Water within two months: All the civil works of continuous water supply project being constructed at a cost of 22 crores are complete and only the water pumps need to the installed. He assured to provide water to the public within two months by calling for short term tender. Legislator Basavaraja Shivannavara and town municipality members were present on the occasion.

Give special Grants

Byadagi: Local municipality members submitted a memorandum and pressed Urban Development Minister Vinay Kumar Sorake by demanding special grant of Rs.10 crores for the overall development of the town.

Vice Chairperson Sudha Kallihal spoke on the occasion and said that it is impossible for the overall development of the town with only SFC grant and tax funds alone. Special grant should be given to all the  municipalities and town panchayats of the state on priority, and she demanded to provided infrastructure to the public by such initiatives. Hebri SRS: Inauguration of district level talent Competition.

Udupi district is ahead in talent too.

Hebri, Nov 22:  District  in charge Minister Vinay Kumar Sorake said that Udupi district is ahead not only in education but also in exhibition of talent. He said that SRS institution of Hebri has conducted the unprecedented district level talent fountain very successfully with a grand procession.

He spoke after receiving the felicitation from SRS after inaugurating the function and participating in the two days Udupi district level primary and high school students’ talent foundation to be held at Hebri, SR Public school sports grounds on November 22 held in coordination with Udupi Zilla Panchayat, Public Instruction Department and Hebri SR educational institution. 

ZP Chairperson Savitha Shivananda Kotyan presided over the function.  K.Anand, Director of Public Instruction Department, Bangalore and award winner teacher Lakshmikanth Bhat were felicitated. On this occasion, students of Hebri SR who have scored rank in CET and are talented students were honoured by giving them prize. On the occasion Ex MLA Gopala Bhandary, Gowri Devadiga of Udupi Health and standing committee for education, Hebri GP Chairperson Suma S Adyanthaya, Physical education officer Seethanadi Vittal Shetty, Education officer Vasanth Shetty, Sapna S Shetty, coordinator of S R institution, Bhoothagundi Karunakar Shetty, President of Hebri Agriculture Cooperative Society, Gokul Kini, President of Alumni Association were present. Mangaluru : An experimental Kambala held at Miyar village of Karkala taluk on Sunday in a bid to make the races more humane has been a success, said the organisers. 

From this year, the organisers have unanimously decided to go easy with the cane. Speaking to Bangalore Mirror, Prof K Gunapala Kadamba, president of the Kambala Academy and founder secretary of Dakshina Kannada Kambala Committee, said that nearly 125 pairs of buffaloes were participating. "We have also introduced heats this year. The sport is still on and may go on till Monday morning. We have tried our best to limit the use of cane and many of the jockeys as well as owners have understood and are following it. We will work out ways and see that the use of cane is completely stopped," he said. 

As per the new rules, jockeys will be allowed to use the stick only on the track and nowhere else. Also, the buffalo owner will be allowed to hold a stick, but it will be only as a symbolic gesture. 

Smart City Recommendation to the Central Government

12 cities including Bangalore for Smart City 

Ramanagara, Tumkur and Devanahalli Recommended as Satellite Towns

Bangalore: Central Government significant Smart City project State Government has getting ready for implementation of the same and it has listed 12 cities under 3 divisions and the same has been sent to Central Government.

Under Smart City Project Kalaburgi, Hubli-Dharwad, Mysore, Mangalore, Belagavi and Davanagere cities has been selected for smart cities, Ramanagara, Tumkur and Devanahalli as Satellite Towns and proposal has been sent to Central Government to develop Hospet and Vijaypura of Bellary and Udupi as Heritage Cities.

The information has been told in the press meet by Mr. Vinay Kumar Sorake, Urban Development minister, State Government is ready to implement the project at any circumstance brought by Central Government. In cities where population is more than 50 lakhs there is a scope to set up Satellite Towns. As the Bangalore city population has crossed 90 lakhs as the surrounding Ramangara, Tumkur and Devanahalli can be developed as Satellite towns and for the same the proposal has been sent to Central Government.

Likewise the 8 cities in the state having a population of 5 to 10 lakhs those cities will come under the purview of Smart City Project.

Smart City: Kalaburgi, Hubli-Dharwad, Mysore, Mangalore, Belagavi and Davanagere

Satellite Towns: Ramanagara, Tumkur and Devanahalli

Heritage Cities: Hospet, Vijaypura and Udupi

        

  There are only 100 cities developed as smart cities so only 6 cities have been recommended. In heritage city division only 3 city list has been prepared and got it approved from Chief Minister and sent to Central Government.

Doubtful this year: Central Government held discussions with Urban Development Ministry and its officials regarding Smart City Project. This project has been allocated only 750 crores in the Budget and the arrangements have not been done, it is doubtful that smart city project will come into force in this financial year. However, State Government is getting ready to implement the same. For implementation of the Smart City project it has constituted expert committee comprising of IIT’s. This expert committee has been ready to implement Smart City project in the State. He also told he has spoken to the head of the committee. For the smart city project Central Government, State Government and Municipal Corporation of that city has to bear the expenses. How expenses have to be shared is not been decided. The main purpose of this project is to develop the cities by using technology.

‘Dr.Madhava Pai’s visionary dream is Commendable’

Hebri: Nov.18: District In-charge Minister Vinay Kumar Sorake said that the visionary dream of Dr. Madhava Pai is appreciable not only in national and international students only obtaining high level of education at Manipal but also in establishing educational institution at Perdur with the intention of facilitating many rural talents to blossom.

He was speaking on the occasion of Udupi district level primary and high school students and differently abled students’ flood light sports meet organized by the Udupi zilla panchayat Public Instruction department in collaboration with Perdur High School.

Udupi Z P President Savitha Shivanand hoisted the flag. Z P Member Gopi K Nayka lit the lamp. On this occasion, on behalf of the School  the Minister honoured Seethanadi Vittala Shetty, the district Physical education Officer who guided in successfully holding the flood light sports meet at Perdur. Krithika and Manjunath Shetty took oath on behalf of the sports persons and officers respectively. Z P President Sunitha Nayak, Vice President Ganesh Kumar, Dr. M R Hege, Member, Governing Council, Dr. Ramadas M Pai, the convenor of Perdur high school, Dr Manoranjandas Hege, Perdur G P President Shivarama Shetty, Shantharam Sooda, the President of the sports meet organizing committee, Vasantha Shetty, Nagesh Shanbag, the Block Education Officer, Brahmavara,  Divakar Shetty H, the Deputy Director of Udupi Public Instruction Department, Rajkumar Shetty, and Pramod Rai were present on the occasion.

Attractive sports light burned bright Vice-chancellor of Manipal University Dr.H S Ballal accepted the salute of march past of sports meet speaking on the occasion said ‘ I have not seen such attractive lighting of lamp like the sports light that was lit at the Perdur Dr.Madhava Pai sports complex because along with giving sports vigour and inspiration to the students, the sports light was lit in a novel manner at the rural area.

Development Works should maintain Transparency and Quality

Kaup; Nov.18:  Udupi district in charge Minister Vinay Kumar Sorake said that instructions have been given to maintain transparency and quality in the development works undertaken in the district and that instructions have been given to display the full details of all the works, names of contractors and address in the initial name boards of the works.

He spoke after inaugurating the  stone laying ceremony of various works in the limits of Udyavara Gram Panchayat on Nov.17 and conducting the programme to distribute the facilities from various departments at the Billava Mahajana Seva Sangha at Udyavara.

Sanction of Rs.7.7 Crores has already been given in the limits of Udyavara GP and the Udyavara GP is committed to fulfill all the demands of public stage by stage and Development is the core Mantra of the Government-he said.

Thinking of expansion of Udyavara GP: Already proposal has been submitted to the Government for including Udyavara GP in the Udupi Corporation and that will be discussed at the next Cabinet meeting and it will soon be included. Later, more development works will be undertaken by the Urban Development, he added.

Thinking of distribution of ration to APL also:

Government is committed towards the welfare of poor people through Anna Bhagya project and it has been decided to distribute ration to APL card holders also. The amendment and sanction application of the public which was pending since many years are being disposed off through Revenue Adalat and Pension Adalat and it is decided to provide milk to school children, five days a week. He said that the loan being given to the Sthree Shakti Organizations has been enhanced to Rs.3 Lakhs and the Cyclical fund has been increased to Rs. 20,000.
